I am currently using Realistic Leveling : Inspired by the mods "NaturalLeveling and More" by InbredMonkey, "Simplified Leveling" by Digizen, "Kobu's Character Advancement System" by Kobu, "AF Level Mod" by Auryn and Fraktyl, and "Better. txt from the Menus folder in the Oblivion data folder and that allowed me to level up the vanilla way.
